Skill, Employment & Entrepreneurship Department (SEED) has been established for providing good quality skill training to the youth of Assam with the mandate of implementing number of scheme as laid down by Ministry of Skill Development & Entrepreneurship (MSDE) Govt. of India and State Government. These scheme are to be accomplished on mission mode through DE&CT and  ASDM.

The Directorate of Employment & Craftsmen Training, Assam has two wings namely –

(A)Employment Wing-The Employment Wing of the Directorate has a network of 52 nos. of Employment Exchanges spread across the state of Assam. The Employment Exchanges work under the ambit of the National Employment Service (NES) Manual along with National Career Service for delivery of services like Registration of Jobseekers, Vocational Guidance & Career Counselling, Employment Market Information, Peripatetic Survey, Enforcement and Implementation of Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959 and other various services under the provisions laid down thereon in the relevant rules.

(B)Craftsmen Training Wing: Under the Craftsmen Training Wing, Vocational Training is provided in the Industrial Training Institutes (ITIs) and in Industrial Establishments through the Apprenticeship Training Scheme.

Assam Skill Development Mission (ASDM) is working under the aegis of Skill, Employment & Entrepreneurship Department, Govt. of Assam to provide quality skill training for gainful employment of unemployed youth, to encourage development of entrepreneurs in different sectors and to create a skill ecosystem for convergence of quality skill training.

One of the prestigious initiatives of the Skill, Employment & Entrepreneurship Department, Government of Assam is to establish the Assam Skill University (ASU) at Mangaldai, Darrang. The Assam Skill University Project (ASUP) is a USD 140 Million. (approx. Rs. 1016Cr.) project being setup with support from Asian Development Bank.
