About the Centre :
The National Career Service Centre for SC/ST, Guwahati is a subordinate field office under Directorate General of Employment, M/o Labour & Employment, Govt. of India engaged in providing free and stipendiary training and guidance to the SC & ST job seekers registered in the Employment Exchanges and National Career Service Portal of the State. The Centre was established in 01-01-1985 as per the recommendation of The Elayaperumal Committee (1969) with an objective to train and make SC/ST jobseekers easily employable as per the changing needs and requirements of the employers both in the Public and Private Sectors. The State Director of Employment is the Project Director for these Centres. The Guwahati centre is located at Gopinath Nagar, AK Azad Road, NCSC for DA Building, 2nd Floor, Guwahati – 781016.
Objectives:
i) To channelize the available educated SC/ST jobseekers into appropriate vocations,
ii) To increase their employability through coaching/training and
iii) To provide them with vocational guidance and career information at the appropriate stages.
Ongoing Free Training Programmes:
i) Eleven months Special Training Scheme on Stenography, Typing, General Awareness, General English, Numerical Ability and Basic Computer for sixty trainees in order to prepare them for various Group C Level recruitment test conducted by SSC, Bank, Railways and State Govt. Departments. Training on Stenography is provided for both 80 wpm & 100 wpm and Typing Speed of minimum 35 wpm on Typing Master software. The training programme is also helpful for private-sector job as Data Entry Operator, Front Office, Office Assistant etc.
ii) One Year Computer Software ‘O’ Level Training (IT-O) through National Institute of Electronics & Information Technology (NIELIT), Govt. of India at different NIELIT centres of Assam. The NIELIT ‘O’ level Diploma is recognized by various Govt. Department for entry into Govt. job. This training is also helpful for getting employment as Junoir Programmer etc.
iii) One year Computer Hardware Maintenance Training (CHM-O) through National Institute of Electronics & Information Technology (NIELIT) at different locations of Assam through NIELIT extension centres. The training programme is also helpful for self-employment as well as has a huge demand in the private-sector job.
The training programmes usually start in the month of July every year. The batch size and number of training programmes are fixed as per direction of Directorate General of Employment, New Delhi. All the training programmes are free for SC/STs with a monthly stipend of Rs. 1000/.

Success/ Achievements and Role of the Centre :
Considering the prevailing job market scenario in the State, the centre is always insisting jobseekers/trainees/visitors to prepare for competitive examinations. NCSC for SC/ST Guwahati has motivated job seekers to apply for all jobs irrespective of their success and failure. Job market information was regularly delivered to trainees. NCSC for SC/ST Guwahati has arranged numbers of Talks and motivation classes. NCSC for SC/ST Guwahati has also provided job application forms along with necessary guidance and provided attestation of documents and testimonials. NCSC for SC/ST has also arranged special classes on Stenography and Typing to the jobseekers before skill test in collaboration with private institute free of cost. Numbers of passed out trainees had been selected in various Central Govt., State Govt. and Private sector organizations.
Organization/association of Job -cum- counselling Fairs during 2019-20:
Our centre organizes Recruitment drives on a regular basis for SC/ST trainees and also participate in various Job Fair programme organized by other Govt. and Private agencies. All registered jobseekers are being provided with career information and job fair information through NIC messaging service.
Other Motivational Programme/Camp for SC/ST job seekers conducted by the centre :
In addition to Career Talk, the trainees have been provided Exposure Tour to various Training Institutes, Organization, organize Quiz Competition and other cultural activities. We are also sending jobseekers for availing free training conducted by other agencies like ICICI Academy of Skills, Guwahati; NIELIT, Guwahati etc.

DBT Scheme :
Under the DBT Scheme, monthly stipend has been paid to 185 trainees @ Rs.1000/- during 2018-19.
